Georgia- Aimilia (Youli) Voulgari is a graduate Arsakeion Palaio Psychiko and of the Faculty of Law of the National and Kapodistrian University of Athens (NKUA).
She later completed postgraduate studies in Master’s in Law (LLM) at the University of Warwick, U.K. in 1994.
She is currently a lawyer at the Legal Department of the National and Kapodistrian University of Athens (NKUA), since 2009, following a collaboration since 1999. She is responsible for handling cases related to legislation of academic institutions, the Code of Administrative Procedure, electoral bodies and electoral procedures, the legislation of students and research committees as well as, legislation on public financing, public procurement and contracts, public works, civil servant legislation, donations and sponsoring, tax law, civil law and GDPR.
She represents the NKUA before all Courts and Authorities and provides its Departments with legal support. As a result, she has acquired significant experience and knowledge on the legislation related to Academic Institutions and has successfully handled their cases before the Administrative Courts and the Council of State.
At the same time, she had a longstanding collaboration with the law firm of Spyridon Flogaitis and Glykeria Sioutis, both Professors of Public Law at the NKUA, initially as an associate, from 1999 until 2016, when she became Junior Partner, until 2017. As a member of the Flogaitis – Sioutis law firm, she acquired vast experience and knowledge on public (administrative and constitutional) law and has handled important and complex cases, before the Council of State and the Administrative Courts, as well as drafting legal opinions, for foreign and Greek clients and public bodies, mainly in relation to environmental law, civil and land planning law, land use, investments, tourism legislation, legislation of forests, public procurement, public contracts, public works, tax law, legislation on colleges, disciplinary procedures, legislation on Municipalities and Prefectures and cases of expropriation. During the financial crisis she handled cases of public banking law and the HFSF.
Since 2017 she is a legal advisor for the Viohalco Group of companies, handling mainly cases of public procurement and public contracts, environmental law, civil planning law and municipal tax law.
In addition, she keeps her private practice, as a member of the Athens Bar (1998).
She speaks fluently English and French, publishes articles in Journals and participates as a speaker at international conferences as well as in Greece.
